Paper Reviewing Procedure

Scientific accomplishments, articles and theses should be published in the online academic publication Scientific Notes. The online academic journal of Kursk State University in the following spheres:

1. The Order of Receiving, Referee and Publication
The journal publishes papers written by the University faculty and other authors. All submitted materials must have been discussed at a seminar held by one of the University departments, and should satisfy the journal’s profile and Publication Requirements (see below). The submitted papers will be further reviewed by the Editorial Board for possible publication.
1.1 All materials of coming to edition which correspond to the subject are refereed for getting the expert assessment. All the experts are top-ranked specialists in subjects of the refereed materials and have publications on the subject of the refereed article within the last 3 year. Referees are stored in publishing house and in editors office for 5 years.
1.2 Editors office sends the copy of referees or motivated refusal to the authors, and also undertakes   to send the copy of referees to the Ministry of Education and Science of the Russian Federation on request.
1.3 All manuscripts submitted to the Editorial Office are forwarded to the members of the Editorial Board, or external reviewers for reviewing in accordance with the research profile.
1.4 Specialists who work at the department where a research work has been carried out can not be involved in reviewing process.
1.5 Reviewers are notified that the manuscripts sent to them are the property of the authors, and relate to confidential information. Reviewers are not allowed to copy papers for their own needs.
1.6 Reviewing is carried out confidentially. An author of a paper reviewed gets a copy of a review.
1.7 Violation of confidentiality is possible only if a reviewer announces that materials stated in a paper are doubtful, or falsified.
1.8 If a reviewer points out the necessity of revising a paper, it is returned to the author for revision. In this case, the date of return of the revised paper is considered to be the date of submission to the editorial office.
1.9 In the case of disagreement with a reviewer's opinion, an author has the right to provide a well-reasoned answer to the editorial staff. A paper can be sent for re-reviewing, or be submitted for the Editorial Board's endorsement.
1.10 The decision on the appropriateness of publication after reviewing is made by the Editor-in-Chief, and if necessary, by the Editorial Board in whole.

The cost of preparation of an article for the publication is 600 rub per page. No fee is charged for the publications of postgraduates. Articles are accepted in the information and analytical department (room 331, Radishchev Str., 33).
The following list of documents is required for the article to be published:
in printed form
- text of article (size 14, interval 1,5);
 on CD:
- text of article (size 12, interval 1, length from 6 to 12 pages);
- UDC;
- author's e-mail;
- annotation, keywords;
- annotation and keywords translated into English (the separate file);
- author's agreement;
- works agreement (preparing the article for publication)
- review;
- recommendation of department (feedback).

2. Required structural elements of a publication

Rules of publication 
3.1 General requirementsThe structure and format of the publications should comply with the following requirements. The pages of publication text and illustrations included should correspond to A4 format as per GOST 9327. The electronic variant of publication should be done in rtf format with paper size A4 settings (210х297mm) in single spacing. The font colour should be black, the height of letters, numerals and other signs should be no less than 1.8 mm (type size 12). Publication text should be prepared with the following margin sizes: right margin – 25 mm, left margin – 25 mm, top margin – 25 mm, bottom margin – 25 mm. It is allowed to use computer capabilities to emphasize certain terms, formulae, theorems by using different font types. The quality of printed text and the design of illustrations, tables and printouts from a PC should satisfy the requirement of legible representation. The article should have the same density, contrast and picture quality throughout.
3.2 Publication structure
UDC identifier (at the upper left) and publication header (centred) are prepared in upper case, bold type (type size 12). Initials and surnames of the authors are printed in bold (type size 12), centred, below the header. Positions of authors, scientific degree, title and e-mail address, the name of the institution are printed in italics, type size 12, centred, below the initials and family names of authors. Annotation and key words are printed in type size 10, edgewise, with a narrower printed area (12 mm at the left and 10 mm at the right). Below is a preparation example of an article beginning (herein and hereinafter the lines limit preparation examples – they should not be present within the text itself).

When the author wishes to divide the text into logical parts, the section, subsection and item headings should be printed with indention, beginning with a capital letter, without a full stop at the end and without underlining.
3.3 The pages of the publication are not numbered.
3.4 Illustrations
Illustrations (drawings, graphs, charts, diagrams, photographs) should be arranged in the publication directly after the text in which they are mentioned for the first time, or on the next page. All illustrations should be referred to in the main text of the article. Drawings, graphs, diagrams, and charts used in publication, should correspond to the government standards requirements of Unified system for design documentation. Captions to illustrations are made below and are numbered in arabic numbers. The figure name and explanations to it are printed in type size 10. The legend (lines, strokes, highlighting with colour/semitones) should be distinct and clear. The caption text should not be included in the figure itself (in order to make electronic editing easier). The caption to the illustration is not required if the image is clear to the reader from the text and is close to it, and also when there is only one illustration in publication. The format of the figures : min 90x120 mm, max 130х120 mm.
3.5 Tables
Tables are used for better visualization and for more convenient comparison of figures. The caption of the table, if given, must convey the contents and be precise and laconic. It should be placed at the right above the table, with no indention, in the same line where the number of the table is mentioned. If part of the table is extended over to the next page, the caption is placed only above the first part, and a bottom horizontal line is not drawn. The table should be placed directly after the text passage where it is first mentioned or on the next page. All tables should be referred to in the text. Part of a table with a large number of rows can be extended to the next page. In this case, the word Table and the number must be mentioned only once, at the upper right side of the first part of the table, while the other parts are should be entitled Table 1 (Continued). the caption of the table is given only once, preceding the first part. As a rule, tables are outlined by border lines on the left, on the right and at the bottom. Smaller font size is permitted in the table. In column headings, text is as a rule placed horizontally (parallel to the lines of the table), but if necessary, vertical orientation of the headings (which is perpendicular to the table lines) is possible. The headline must be separated from the rest of the table with a line.  If there is only one table in the article, numbering is not required, and the word Table is omitted. The information that the table contains should not be fully duplicated in the text of the article. Drawing the attention to the contents of the table, the author is to comment on them and to compare the numbers given in different columns or lines. If the data is simply mentioned both in the text and in the table, only one way of presenting information must be chosen.
3.6 Formulae and equations
Formulae and equations should be presented in a separate line from the main body of the text. Each formula or equation should be separated from the rest of the text with single or double spacing (blank lines above and underneath the formula). If the equation cannot be put into one line, part of it should be carried over into another line after its equals sign (=) or after a plus (+), minus (-), multiplication (x), or division (:) sign or other mathematical signs, and the sign is to be repeated in the beginning of the next line. If part of the formula is carried over into the next line at the multiplication sign, the “X” mark must be used. The explanation of the symbols and values must be given under the formula in the same order in which they appear in the formula. Formulae must be numbered sequentially in Arabic numbers in parentheses set flush right (on the rightmost of the line).

In the body of the text, the formulae are to be referred to by their sequence number in parentheses. E.g. … in formula (1)Requirements for equations presentation are the same.
3.7 References
References to information sources used should be provided in square brackets. E.g. [Ivanov 1990: 50-53]. The references section must be given at the end of the article (all entries in alphabetical order, without numeration, with the author’s surname or the first two words of the title – if the bibliographic description begins with these - in italics). When arranging the reference list, the State standard for bibliographic references compiling (ГОСТ Р 7.0.5-2008 "Библиографическая ссылка. Общие требования и правила составления") is to be consulted. 3.8 Footnotes
In exceptional cases footnotes are allowed in published works. They should be provided on the same page, font size 10 (without disturbing the fixed settings of page borders).
